Basic gives longer leave at lower rates. Special gives shorter leave at higher rates. Run the math on both. For Basic, total parental benefits = 7 weeks at 70% + 25 weeks at 55% = 32 weeks. For Special, 25 weeks all at 75%. For someone earning C$50,000, Basic total = C$20,769 vs Special total = C$18,029. So Basic is usually slightly more in total dollars, but stretched over more weeks. Special is better if you need higher weekly cash flow during a shorter leave.
Yes. QPIP allows you to earn up to 25% of your weekly benefit amount before any reduction. Earnings above 25% reduce your QPIP benefit dollar-for-dollar above the threshold. Report all earnings to QPIP through your online account. Unlike federal EI, working some hours during your maternity period is allowed. This makes a gradual return to work easier.
Tricky situation. QPIP eligibility is based on your province of residence when you stop working AND when you give birth. If you move from Quebec to another province after starting QPIP, your benefits continue based on QPIP rules. If you move TO Quebec after starting federal EI, you cannot switch. You continue on EI. Plan moves carefully if pregnancy is imminent. Both QPIP and federal EI have specific rules for inter-provincial moves. Contact Service Canada and QPIP directly for transitions.
Both parents can take parental benefits if both contributed to QPIP. With Basic plan, the 32 parental weeks are sharable in any combination (mom takes 10, dad takes 22, for example). With Special plan, the 25 parental weeks are sharable similarly. Both parents must choose the same plan (Basic or Special). Cannot mix. Many Quebec families have both parents take leave (more common in Quebec than other provinces due to QPIP generosity).
Yes automatically. Unlike federal EI where self-employed must opt-in 12 months in advance, QPIP automatically covers self-employed Quebecers who file taxes and pay QPIP premiums. Premium rate for self-employed: 0.692% on insurable earnings up to C$94,000 (2025). The combined employee + employer rate is 1.20% for employees. Self-employed pay both portions but get full QPIP eligibility automatically.
No. CCB is a separate federal benefit available regardless of which parental leave program you use. QPIP income counts toward Adjusted Family Net Income for CCB calculations though, just like any other taxable income. Many Quebec families receive QPIP, CCB, AND Quebec's Family Allowance simultaneously, which makes Quebec the most financially supported jurisdiction for new parents in Canada.
